Are you referring to the chap in #10, in the light jumper?

I think the photos might be from Washington D.C. – the column in the background looks like the Washington Monument and the skating could be on the reflecting pools around the monuments. Although, there is not much background to go on.

If in America, then a jumper is a sweater. As for “plus-twos”, they would be “knickers”, short for “Knickerbockers”.
